Wellington started the process Oct. 13 to rebuild Via Veneto and Via Toscana, private roads with no HOA since 1989. Owners would repay it in assessments.

Wellington has started the process to rebuild the two crumbling roads in Casa Nella Foresta, a community off Wellington Trace. The owners of the land along them would pay for it through special assessments.

The Village Council, sitting as the board of the Acme Improvement District, voted 5-0 on Oct. 13 to adopt Resolution No. AC2026-08. The item was added to the agenda that night. The village published the final action summary of the meeting this week.

Roads nobody has looked after

Via Veneto and Via Toscana are privately owned, but anyone can drive on them. They were dedicated to the Casa Nella Foresta Homeowners Association, which was dissolved in 1989, according to the staff explanation on the agenda item.

Staff wrote that the roads have deteriorated and “are currently in a state of disrepair.” The resolution says their condition affects the delivery of public services to the community, including:

  • sheriff’s deputies and fire rescue
  • emergency medical response
  • trash pickup
  • drainage and utilities

District staff met with landowners in the community. They “expressed interest” in making the roads a unit of development, the resolution says.

What the council approved

A unit of development is a tool in Chapter 298 of Florida law. It lets the Acme Improvement District plan, build, pay for and maintain improvements that benefit one area, without putting the cost on every landowner in the district. Acme is a special district of the village, and the council serves as its board.

The resolution does three things:

  • tells the district administrator to start the legal steps to create the unit for the two roads
  • allows temporary repairs now, such as pothole and pavement patching, surface stabilization and drainage work, until permanent reconstruction is finished
  • directs that the cost of those temporary repairs be repaid by the new unit and “upcoming assessments”

The roads stay private. The resolution says the repairs do not make them public roads or move their ownership to Acme or the village.

Village Manager Jim Barnes suggested the interim repairs so the roads would be safer in the meantime, the summary says. Councilman Johnny Meier said it is a public safety issue.

No cost estimate for the reconstruction or the assessments was published with the item.

What it means for you

  • If you own property on Via Veneto or Via Toscana, expect a special assessment for the rebuild and for the temporary repairs. The amount has not been set. Creating the unit and setting the assessments are separate steps that come back to the Acme board.
  • Temporary repairs can start before then. The resolution took effect on adoption.
  • To follow the next steps, watch the council and Acme agendas. The next regular meeting is 6:30 p.m. Tuesday, Nov. 10, at Village Hall, 12300 Forest Hill Blvd.
  • How assessments appear on your bill: Acme’s charges are part of the non-ad valorem section of the county tax bill. Our property taxes page explains it.
