Wellington issues its own building permits online through the Self Service portal. Building Division: 561-753-2430. Zoning board meets the third Wednesday.

Last checked Oct. 10, 2026. Facts on this page come from the Village of Wellington Planning, Zoning and Building Department, its Building Division and permit fee schedule. Updated when the village changes its process.

Wellington issues its own building permits and runs its own zoning. Everything is online: applications go in through the village’s Citizen Self Service portal, and plans are reviewed electronically in ProjectDox. If you live in a homeowners association, you usually need its approval as well; the village’s permit does not replace it.

Who to call

  • Building permits and inspections: Building Division, 561-753-2430 or 561-363-7907, Village Hall, 12300 Forest Hill Blvd. Office hours 7 a.m. to 4 p.m. weekdays

Getting a building permit

  1. Create an account on the Citizen Self Service portal and submit the application. The Building Division page also takes applications by email.
  2. After a permit technician processes it, ProjectDox emails you a login to upload plans.
  3. Upload PDFs named exactly as the sheet titles, then mark the upload complete. Plans that are not submitted within 90 days void the application, and application fees are not refunded, according to the village’s guide to permitting.
  4. Each department reviews at the same time. Corrections come back by email.
  5. Pay the fees and schedule inspections through the same portal.

Work submitted since Dec. 31, 2023, must meet the 8th Edition (2023) Florida Building Code.

What a permit costs

The village’s fee schedule bases the building permit fee on the total construction value, land excluded:

Construction value Fee
Up to $7,500 $150 minimum
$7,500.01 to $100,000 2.00% of construction value
$100,000.01 to $500,000 1.75%
$500,000.01 to $1.5 million 1.50%
Over $1.5 million 1.25%

On top of that: a plan review fee of 50% of the permit fee (at least $75), paid when you apply, and two state surcharges of 1% and 1.5% of the permit fee. Demolition is 1% of the contract value, with a $125 minimum. The Building Official sets the final valuation.

Small jobs: the House Bill 803 exemption

Since July 1, 2026, some residential work on a single-family home valued under $7,500 can be exempt from a building permit. The village’s HB 803 page says the exemption does not cover electrical, gas, plumbing, mechanical, structural or pool barrier work, or anything partly or fully in a flood hazard area. You still have to apply: email the exemption form and a signed estimate, scope of work, survey and sketch to buildingdocs@wellingtonfl.gov. The village reviews it within four business days at no charge. Exempt work still has to meet the building code, zoning, floodplain and HOA rules.

Inspections

Inspections run 7 a.m. to 3:30 p.m. weekdays. Schedule them in the Self Service portal or by text to 866-943-3589: text Schedule, Cancel or Results and follow the prompts, according to the village’s inspections by text page.

Zoning, rezoning and variances

The Planning and Zoning Division runs the Comprehensive Plan and the Land Development Regulations. All applications are filed online. The village’s Active Projects Application lets you open any petition filed since June 2019.

Three boards hear land-use cases, with agendas on the village’s Legistar calendar:

  • Planning, Zoning and Adjustment Board: meets the third Wednesday of every month (Oct. 21 and Nov. 18 on that pattern; meetings can change). It recommends to the Village Council on rezonings, plan amendments and development applications, and decides variances itself, according to its board page.
  • Architectural Review Board: approves materials, designs and color charts, and reviews plans for multifamily and commercial projects.
  • Equestrian Preserve Committee: reviews matters in the Equestrian Preserve Area, the part of the village zoned around its horse farms and show grounds.

The Village Council makes the final call on rezonings and plan changes. Its next regular meeting is at 6:30 p.m. Tuesday, Oct. 13, in the Council Chambers at Village Hall.

Flood zones

Wellington was built on low land that the Acme drainage district, created in 1953, drained for farming. Before you build, check the village’s floodplain management and flood maps page; work in a flood hazard area has extra rules and never qualifies for the HB 803 exemption.

What this means for you

  • Start in the Self Service portal; there is no paper route for plans.
  • Get your HOA’s approval first. The village and the HOA are separate approvals.
  • A small non-trade job may be exempt, but only after the village says so in writing.
  • Rezoning cases go through the zoning board on the third Wednesday, then the Village Council.
